PLAYING RULES:

  • All players eligible to play in the game must be on the lineup card when turned in before the game or they will not be eligible to play in that game.  Lineup cards must be completed no less than 30 minutes before game time.

  • Hosts are expected to collect admission (starting at least ½ hour prior to game time and continuing until completion of the 4th inning of the last game of the day), play the national anthem, and have an announcer at all games.

  • Host sites are strongly encouraged to have 2 different locations, preferably away from the field, available for teams to take batting practice before their games.  If this is not possible, hitting will be scheduled as follows - home team: 30 minutes, beginning 90 minutes before scheduled game time, visiting team: 30 minutes, beginning 60 minutes before game time.

  • The home team in each game will be the high seed with the following exceptions: if the same seeds from both leagues (ex. Corn Belt #3 vs Tomahawk East #3) are playing, home team will be determined by a coin toss.  Teams that fall to the losers’ bracket later in the tournament will be home teams as noted on the bracket.

  • The home team will be in the first base dugout.  The only exception is that the host team gets their “home” dugout whenever they play.

  • The tournament bracket includes all game sites and times.  The only adjustment is that host teams will be scheduled to play at their ballpark on the first three days when both sites are being utilized simultaneously to allow for workers to facilitate hosting. If the hosts are to play against each other, the original site will be where the game is played.

  • Beginning 30 minutes before game time, or as soon as possible if not the first game of the day, the home team will take infield practice for 10 minutes followed by the visiting team for 10 minutes.  All infield practices will start on time or your practice will be cut short so the game will start on time.

  • A printed copy of ground rules will be presented to umpires at pre-game conference and posted in each dugout.

  • Players must be in the on-deck circle (one player only) when he is next at bat.

  • Players must warm up in designated bullpens when the game is in progress.

  • No smoking or drinking by players in uniform in the dugout or on the field.

  • All players and coaches must be in full uniform on the field. No dressing or undressing will be allowed within view of the fans.

  • Batboys and girls must wear helmets.

  • Games shall be shortened to 7 innings if one team is ahead by 10 or more runs.

  • Unless the ten-run rule shortens the game, all games must go 9 innings.  If a game is interrupted before 9 innings are completed, the game will be resumed from the point of interruption.  A suspended game will resume at the site at which it was being played before the next game in the tournament can be played.

  • All disputes must be settled before any game resumes.

  • There will be no courtesy runners.

  • The MBA Ejection Policy will be followed.  Coaches are responsible for keeping their players in line.  Ejected players will be suspended for two additional games, per MBA rules.

  • If necessary, the Region 2C Commissioner will resolve any unforeseen situations that arise, guided by the following priorities: maximizing game shares, playing games in the best possible conditions, maximizing attendance, doing what is in the best interest of the participating teams, equitable for host sites, and being as fair as possible.

 

BASEBALLS:

Rawlings FSOLB baseballs, the same ball used in the MBA State Tournament, will be used in all regional tournament games.  Host sites will provide baseballs.

 

UMPIRES:

Highly qualified umpires (2-man crews) will be secured and assigned to work the tournament.

PLAYOFF SCHEDULE:
A modified double elimination tournament will be used.  After the regular season has been completed, the 17 teams will be seeded according to their regular season league records and placed into pre-determined spots in the bracket.  The bracket and dates/sites will be distributed to teams and media.

 

WEATHER:

The Region Commissioner, in consultation with the host site(s), will determine necessary adjustments to the tournament schedule due to weather.  Efforts will be made to play games in the best conditions possible.  Changes will be communicated as soon as possible to minimize unneeded travel (teams, fans, umpires) and expenses (umpires, field maintenance).  The point in the tournament of the weather interruption will be a factor in determining a plan to move forward.  For example, rain on the first weekend provides many more potential make-up dates than rain on the last weekend.

 

In case of rainouts, the games will be played the following day at the same site as they were scheduled.  If Sunday games are rained out, they will be played on weeknights, utilizing multiple nights and sites, as needed.  The Region Commissioner, in consultation with host(s) and participating teams, reserves the right to adjust the schedule, as needed, due to unforeseen circumstances.

 

In the event that weather conditions prevent games from being played on the final weekend, final seeding and state bids for games not played will be determined by: result of earlier match-up in tournament (if any) and seed entering the tournament.  If the same seed from each league were scheduled to play, the winner will be determined by the least runs allowed per game during the tournament. If still tied, the winner will be determined by the average of the seeds defeated in the tournament with the smaller number winning. For example, team A defeated TE3, CB1, and TE2: average 2 and team B defeated TE11, TE6, and CB5: average 7.3, team A is the winner. If still tied, a coin flip will determine the winner.

 

DRAFTING:

Before the tournament begins, all teams participating must submit a list of players who are willing to be drafted to pitch for teams going to the State Tournament, including any dates they would not be available. Teams’ top pitchers are strongly encouraged to make themselves available to be drafted to best support our region’s representatives in the State Tournament.

 

Drafting will take place after the tournament is completed with the 4 teams heading to State drafting 3 players each from the other 13 teams: Champion - 1st, 5th, and 9th picks, 2nd Place - 2nd, 6th, and 10th picks, 3rd Place - 3rd, 7th, and 11th picks, and 4th place - 4th, 8th, and 12th picks.

 

ROSTERS:

Rosters of all participating teams will be the final playoff rosters from the MBA website.

 

RECEIPTS:

After expenses are paid, the balance of receipts will be distributed equally to Region 2C participants on a per game basis.

 

PLAQUES:

The Region Commissioner will secure plaques to present to the 4 State Tournament participants after the tournament.

    2026 – Tomahawk East: site 1 & site 2

    2027 – Corn Belt: site 1 & site 2

     

    Enclosed field with one entrance for selling tickets

  • Announcer

  • Concessions with a variety of food items available and beer sales

  • Seating for 300+ fans and adequate parking

  • Bullpen mounds and batting cage

  • Sufficient workers to take tickets, offer concessions, and maintain and prepare field for each game
